The 10th Fiscal Science Forum Was Successfully Held.

On November 23, 2024, the 10th Fiscal Science Forum was successfully held at our university. The theme of this forum was "Fiscal Theory and Policy Supporting High-Quality Development." The forum was jointly organized by the School of Public Finance and Taxation, the Local People's Congress Budget Review and Supervision Research Center, and "Economic Research" magazine.

Zhao Jianjun, Secretary of the university's Party Committee, Yang Zhiyong, Secretary of the Party Committee and President of the China Academy of Fiscal Sciences, Wu Junpei, former Vice President of Wuhan University, Zhang Xin, Professor from Xiamen University, Ma Xiao, former Deputy Secretary of the university's Party Committee, Liu Yi, Director of the China Tax and Finance Research Center at Peking University and a counselor to the State Council, Chu Deyin, a member of the Standing Committee of the Party Committee and Vice President of Anhui University of Finance and Economics, Qiao Baoyun, Dean of the China Public Finance and Policy Research Institute at Central University of Finance and Economics, Lv Bingyang, Director of the Department of Fiscal Studies at Renmin University of China, Chen Xiaoliang, Deputy Director of the "Economic Research" Editorial Department, and dozens of fiscal and tax experts and scholars from various universities across the country attended the forum. Professors Zhao Jianjun and Liu Yi delivered speeches on behalf of the organizers and the initiating units, respectively.

Zhao Jianjun extended a warm welcome and heartfelt thanks to the experts and scholars who attended the conference. He pointed out that this forum responds to the urgent needs of the Party and the state to promote high-quality economic development and implements the important decisions and deployments of the Third Plenary Session of the 20th Party Congress on deepening the reform of the fiscal and tax system. The forum discusses major issues such as improving the budget system, perfecting the tax system, and refining the fiscal relationship between the central and local governments. It explores a modern fiscal system that is adapted to the modernization of China, striving to contribute to the construction of an independent fiscal knowledge system in China and to serve the reform and development of fiscal and economic affairs, which are of great national importance. He stated that hosting the 10th Fiscal Science Forum is an important academic event to celebrate the centennial anniversary of the university. He sincerely welcomed experts and scholars to visit the beautiful campus of Southwest University of Finance and Economics to join in this grand event.

Liu Yi reviewed the ten-year development journey of the Fiscal Science Forum, noting that the forum has been grounded in the practical realities of China's fiscal and tax affairs and has focused on the forefront of fiscal and tax academia. It has provided a platform for fiscal and tax scholars to exchange and learn, contributing wisdom to the advancement of fiscal theory and policy research in China and promoting high-quality development.

In the keynote report session, Wu Junpei, Zhang Xin, Yang Zhiyong, Lv Bingyang, Liu Yi, Ma Xiao, Chu Deyin, and Qiao Baoyun delivered great reports on the themes of "Exchange as the Core Concept of Economics," "China's Current Economic System and Fiscal Basic Theory," "Building an Independent Knowledge System of Chinese Fiscal Science from Practice," "A Brief Discussion on Empirical and Institutional Analysis in Fiscal Research," "Tax Collection and Administration Reform and Regional Sharing of Tax Revenue," "Thoughts on the Construction of a Modern Fiscal System," "Tax Incentives, Business Environment, and New Quality Productivity of Enterprises," and "Local Debt, Government Credit, and Public Credit." This session was chaired in stages by Liu Rong, Director of the Local People's Congress Budget Review and Supervision Research Center of the university, and Chu Deyin.

The forum featured six parallel sessions, where scholars presented the latest academic research results and engaged in in-depth exchanges and discussions on topics such as "Fiscal and Tax Policies and Government Debt," "Public Services and Balanced Development," and "Local Governments and Tax and Fee Governance."

Chen Xiaoliang, Deputy Director of the "Economic Research" Editorial Department, announced the list of outstanding papers for this session and presented certificates to the awardees. Wei Fucheng, Deputy Dean of the School of Fiscal and Taxation at Zhongnan University of Economics and Law, spoke on behalf of the host of the 11th Forum. The closing ceremony was chaired by Li Jianjun, Dean of the School of Fiscal and Taxation.

The 10th China Fiscal Science Forum is one of the important events for Southwest University of Finance and Economics to welcome its centennial celebration. This forum gathered renowned domestic academics and scholars, providing a high-quality academic exchange platform for a large number of young and middle-aged scholars.
